[ARCHIVED] Chapin Landlords need to register rental properties beginning in 2017

The Town of Chapin is asking property owners that lease residential properties within the town limits to register with the town. There is no fee to register, but property owners who lease more than two properties are required to secure a business license with the town. The deadline to register is April 15, 2017, to avoid a late fee penalty.

The rental registration ordinance was passed in August to create an annual registry with up-to-date contacts for rental properties. In the event there is an issue that involves a rental property, town staff can contact the property owners to address it directly.

“We have some cases where a shell company is listed as the property owner with no further contact information; no names, phone numbers or physical addresses other than a post office box,” explained Chris Clauson, Zoning Administrator for Chapin. “This summer we had an issue where a tree that had been killed by beetles was posing a threat to an adjacent neighbor’s house, and it took an inordinate amount of time to track the property owner down to get the tree removed. By having this information we can address issues in a more expeditious manner.”

Properties being leased out for commercial ventures are already required to maintain an annual business license with the town with current contact information.

The registration form is available online and can be submitted to Clauson by email (chris@chapinsc.com) or mailed to Town of Chapin, 157 NW Columbia Avenue, Chapin, SC 29036.
